Don Hinton became the sixth executive director of the Mississippi High School Activities Association on July 1, 2011.

Hinton succeeds Ennis H. Proctor, who retired after 20 years of distinguished leadership.

The MHSAA is familiar ground for Mr. Hinton. He served a seven-year stint on the executive board prior to beginning a 12-month term as executive director elect in July 2010. Mr. Hinton also helped implement and coordinate the Star Sportsmanship program for two years.

Mr. Hinton has a lengthy background in Mississippi education and activities, working 30 years in education that included time at Callaway, Jim Hill, Murrah, Northwest Rankin, Ocean Springs and Vancleave high schools.

His diverse resume includes serving as a teacher, principal, assistant principal, athletic director, head and assistant football coach, girls basketball coach and track and field coach.

Mr. Hinton graduated in 1973 from Bay Springs High School, where he competed in football, basketball, baseball and track and field. He went on to play football for Jones Junior College and Millsaps College and received his B.S. degree in physical education and M.S. in educational administration from the University of Southern Mississippi.

Lonnie Tillman

Lonnie Tillman’s responsibilities include overseeing cross county, fast-pitch softball, slow-pitch softball, swimming and track and field. He also handles game ejections, sanctioning for contests against non-MHSAA schools, approvals for tryouts and helps coordinate the annual conference for the Mississippi Association of Athletic Administrators.

Mr. Tillman spent the past 14 years as athletic director for Harrison County Schools. He also served as athletic director for Pass Christian Schools from 1995 through 1997 after getting his start in education as a teacher and coach at Harrison Central High School beginning in 1983.

A native of Wiggins and a Stone High School and Mississippi Gulf Coast Community College alumnus, Mr. Tillman earned his B.S. in athletic administration and coaching from the University of Southern Mississippi and his M.S. in Educational Leadership from William Carey College. He is a certified athletic administrator by the National Interscholastic Athletic Administrators Association.

Rickey Neaves

Rickey Neaves oversees baseball, basketball, powerlifting, soccer, tennis and volleyball in addition to coordinating special eligibility rulings and officiating for all MHSAA sports.

Mr. Neaves comes to the MHSAA after 32 years in education, including the past 15 as a principal and superintendent with Booneville Public Schools. He also worked 17 years as a teacher, coach, athletic director and assistant principal for Lee County Schools.

Mr. Neaves graduated from Saltillo High School before earning his B.S. degree in Health, Physical Education and Recreation from Delta State University and M.A. degrees in physical education and administration from Mississippi State University and the University of Mississippi, respectively.

LeAnna Dawson

LeAnna Dawson’s responsibilities include overseeing archery, bowling, cheer, dance, and speech and debate. She works with MHSAA liaisons in the areas of choir and band and is the contact for academic eligibility issues and paraprofessional coach certification.

Mrs. Dawson came to the MHSAA after 27 years as a teacher in Jackson Public, Pearl, Clinton, and Rankin County school districts. Her various roles included cheer coach, Title I coordinator, department chair, and advance placement and dual credit instruction in the social studies.

As a native of central Mississippi Mrs. Dawson received a B.S. and M.S. in Social Studies from the University of Southern Mississippi and a M.S. in history from Jackson State University. She was an adjunct professor at JSU for 10 years.

Robert Holloway

Robert Holloway’s responsibilities include working with all areas of officiating as well as overseeing golf.

Mr. Holloway spent 25 years in public education as a teacher, coach, principal and assistant superintendent, working with Columbia, Rankin County, Brookhaven and Copiah County school districts.

Mr. Holloway has served as coordinator of umpires for the Mississippi Association of Community and Junior Colleges and has umpired NCAA Division I baseball and small college basketball. He serves on the NFHS Baseball Rules Committee.

Mr. Holloway graduated from Columbia High School before earning a B.A. degree in business administration from Alcorn State University and an M.A. in education administration from William Carey College.

Joyce Franklin

Joyce Franklin

Joined MHSAA staff: 2000

Joyce Franklin’s duties include payroll, accounts payable, general ledger accounting, annual budget, investements, human resources and risk management. She also coordinates logistics for many MHSAA championships, conferences and activities.

Ms. Franklin’s 30-plus years of school experience includes time in Mississippi, Florida, Arkansas, Texas and Louisiana. Her various roles include teacher, assistant principal, principal, director of finance, assistant superintendent and adjunct professor. She also worked in the private sector for five years as a corporate trainer for IBM.

A native of Stonewall, La., Ms. Franklin earned her B.S. degree in Accounting, Business Education and Elementary Education from Northwestern State, an M.S. in Elementary Education and School Administration from Mississippi College, an M.S. in Business Education from Northeast Louisiana University and an Educational Specialist Degree in School Administration from Mississippi College.

Todd Kelly’s responsibilities include working with the MHSAA’s funding partners and overseeing media and public relations.

Mr. Kelly moved to the MHSAA after more than two decades as a sports writer with The Clarion-Ledger newspaper in Jackson. He spent most of those years covering high school athletics from all areas of the state.

A native of the Seattle area, Mr. Kelly graduated from Central Washington University with a B.A. degree in English in 1987 and pursued a graduate degree at Jackson State University.

Keith Warren

Keith Warren

Keith Warren oversees all areas of technology with the MHSAA, including the official website (www.misshsaa.com). He also will be responsible for MHSAA photography.

Mr. Warren worked more than 21 years at The Clarion-Ledger, most recently serving as the Jackson newspaper’s multimedia editor and systems editor.

Mr. Warren is a graduate of Philadelphia High School and Mississippi State University and coached high school basketball after finishing college.
